If The GOP Can’t Pass A Late-Term Abortion Ban, What Can It Do?

Evidently, Republicans don’t feel competent enough to make a case against infanticide. Why else would the GOP pull its 20-week abortion limit bill?

 

Here’s a short list of things that are less popular than banning late-term abortions: “Acting” on climate change. “Free” community college. Taxing the wealthy. Building the Keystone pipeline. President Barack Obama. Future president Hillary Clinton. Every Republican who’s thinking about running for the presidency.

 

A new Marist poll finds 84 percent of Americans favor some level of further restrictions on abortion. And regardless of their feelings about the legality of the procedure, 60 percent believe it to be “morally wrong.” If you aren’t keen on that poll—it was sponsored by the Knights of Columbus, after all—you can take your pick of others. Since 1973 when two women, prompted (some might say, used) by their activist radical women’s rights attorneys, challenged laws prohibiting abortions and won[1], nearly 50 million unborn and nearly born babies have been killed. Late-term abortion ban bill dropped in House after GOP women object

Today, the March for Life will take place in our nation’s capital, drawing attention to more than 50 million babies aborted since the Roe v Wade decision 42 years ago. If that seems like an odd time for the new Republican-majority Congress to disappoint and anger the pro-life activists who will almost literally be marching on their doorstep, well, you’re hardly alone. Conservatives erupted in outrage yesterday as the House GOP backed away from a vote on a bill that would ban abortions after 20 weeks except in cases of rape and incest:

But Republican leaders dropped those plans after failing to win over a bloc of lawmakers, led by Reps. Rene Ellmers (R-N.C.) and Jackie Walorski (R-Ind.), who had raised concerns.

Ellmers supports banning abortion past the midway point of pregnancy which is what the bill the House originally planned to pass Thursday would have done. But she wants it tweaked so that women who have been raped dont have to report it to law enforcement before they can obtain an abortion.

 

The measure, which leadership still intends to bring for a vote at some point, would ban abortions past 20 weeks of pregnancy unless a woman has been raped or her life is in danger.

 

Ellmers said shes pushing for removing the reporting requirement because its hard on women who may not want to notify law enforcement. A majority of rapes in the country go unreported, she noted. And now that Republicans have majority in both the House and Senate, any legislation they pass must be carefully vetted to make sure its not viewed as harsh by women or young people, she said.

 

When we come off as harsh and judgmental, we stop that conversation and weve got to learn to be doing a better job, she said.

 

But Ellmers has already voted for the bill before, when the House passed it in June 2013. She dismissed that vote, saying she didnt realize at the time that it contained the reporting requirement because it wasnt evident in the base language of the bill.

As filing opens, primary field against Renee Ellmers continues to grow

Rep. Renee Ellmers (R-NC) 56% has never been a strong vote getter in GOP primaries. In 2012, she lost two major counties in the district to an opponent who did little more than pay his filing fee. In 2014, she was held to 55% by a perennial office-seeker who ran a shoe-string campaign with no electronic media advertising. Now, with filing open for 2016, she seems certain to face at least six opponents, some of them with substantial resources. Opposition to Ellmers firmed up after her stab in the back on key Pro-life legislation earlier this year, but she has also disappointed conservatives on a wide range of other issues ranging from the Export-Import Bank to amnesty for illegal aliens.

 

Initially, having multiple opponents was seen as a plus for Ellmers, since North Carolina election law allows a top vote getter to escape a runoff primary if they get over 40% of the vote. Ellmers nightmare would be a one on one race with a substantial conservative challenger.
