"This is the ‘America First' budget," Mulvaney said. "In fact, we wrote it using the president's own words—we went through his speeches, articles that have been written about his policies, we talked to him, and we wanted to know what his policies were, and we turned those policies into numbers." The budget will increase defense spending by $54 billion dollars. Spending on border security and enforcement also will be increased. The Department of Defense is estimated to receive a 10 percent budget increase, while the Department of Homeland Security is expected to receive a 6 percent budget increase. On a background call with reporters Wednesday, Mulvaney said defunding public television and public radio, including National Public Radio, will not be immediate because of the nature of government contracting. "We proposed ending funding, but technically what you'll see—it's an elimination—but you'll see an amount of money in the budget, and it is some amount of money that's necessary for us to unwind our involvement with CPB," Mulvaney said during the briefing on the administration's budget blueprint. Here are the agencies that would see the biggest cuts under the White House proposal: 1. EPA — 31.4 percent cut The budget calls for cutting Environmental Protection Agency spending by $2.6 billion. The reduction would include ending funding for the Clean Power Plan, eliminating funding for regional efforts like a Great Lakes restoration program, and much more. 2. Trump’s "America First budget" includes needed cuts to the regulatory state, defunds efforts to purchase more Federal land, eliminates funding for 19 minor government agencies, and makes significant cuts to a number of more significant ones — including the State Department, HUD, and Commerce. Unfortunately, the proposal also reflects the myth that America’s military is underfunded, calling for a $52 billion increase for the Pentagon and another $2.8 billion increase for Homeland Security. The budget also ignores America’s web of entitlement programs, the larger driver of the nation’s fiscal woes. While the Trump budget, should it pass, would do little to change government spending as a whole, the targeted cuts would have a positive impact beyond the US debt clock. For example, the proposed cuts to the Energy Department, the EPA, and the National Institute of Health represent a significant step toward separating state and science. It should go without saying that scientific research is a vital part of civilized society, allowing for technological breakthroughs that dramatically increase the quality of life for mankind as a whole. They are “constitutional,” and “budget.” Why? Because no one in Washington wants to be restrained by the Constitution when it comes to getting money, spending money, and especially spending money they don’t have.
