We always have riders on appropriations bills," House Speaker Paul Ryan (R-Wis.) told a news conference on Thursday. "We always have riders in omnibus appropriations. "I'm looking forward to next year, quite frankly, where we have an actual appropriations process where we consider the bills separately. It's been a long time since we've done (that). "This is something that I'm inheriting...from the prior speaker. We will have riders, everybody knows that, we always have. "And I'm just not going to pre-judge the outcome of those negotiations at this time." The continuing resolution passed in October funds the government through December 11, and Congress is now under pressure to pass an omnibus spending bill to keep the government running beyond that date.
