President Obama has no strategy or “intention of victory” in the fight against the Islamic State in Iraq and Syria (ISIS), Jeb Bush will argue in a major foreign policy speech Wednesday at The Citadel in Charleston, S.C.

 

“The last seven years under President Obama have taught us that problems do not take care of themselves,” he says in a transcript provided to The Hill.

“America has had enough of empty words, of declarations detached from reality by an administration with no strategy or intention of victory,” Bush will say.

“We must address the underlying conflicts in Syria and Iraq, which created this crisis – one that spiraled out of control as President Obama and [Democratic presidential front-runner] Hillary Clinton failed to act – and today present a critical threat to international security,” he adds.

“I reject their diminished view of America’s role in the world. In my administration, security for the United States will mean gaining and keeping the edge in every category, old and new.”

The speech signals Bush’s intention to seize on foreign policy, the war against ISIS and the terrorist attacks on Paris to give energy to his flagging presidential campaign.

Bush is trailing behind businessman Donald Trump, retired neurosurgeon Ben Carson and others in the GOP primary, and appears to have been overtaken in recent weeks by Sen. Marco Rubio (R-Fla.).Scissors-32x32.png
