Shoichet, Nov. 15 2015 (CNN)French fighter jets bombed a series of ISIS sites in Raqqa, Syria, on Sunday in what officials described as a major bombardment. (Snip) ISIS claims Raqqa as the capital of its so-called caliphate. The targets in Sunday's airstrikes included a command center, a recruitment center, an ammunition storage base and a training camp for the terror group, said Mickael Soria, press adviser for France's defense minister. Twelve aircraft, including 10 fighter jets, were involved in the airstrikes, Soria said. Twenty bombs were dropped, he said, and all of the targets were destroyed. Here is James’ analysis: Comments Of the measures taken to date, the implementation of the state of emergency certainly has the most far-reaching ramifications. In the coming days and weeks, it will be interesting to see to what extent the French government actually relies, in practice, on the power it has been granted. Similarly, the imposition of border controls is legal, and by treaty is subject only to a requirement that France inform its counterparts of its actions and their rationale. In the current case, obviously, there should be no immediate objections; it will be interesting to see whether this is the case in several weeks if controls are maintained. Here is James’ analysis: The French government steps up its game Paul Mirengoff November 19, 2015 On Sunday, I posted a discussion by Paris lawyer (and Power Line reader) James Gillespie of the measures taken by the French government in response to the Paris attacks, and the legal underpinnings of these measures. Since then, of course, the government has conducted a highly visible (and successful) raid in Saint Denis, just outside of Paris. This, one strongly suspects, is just the tip of the iceberg.
