In truth, Rauner has little choice. Public union pensions are out of control. The pension crisis in Illinois is easily the worst in the nation and the Rauner administration is already looking for ways to cut benefits - a move that would have been considered sacrilegious previously but is now being considered even by Democrats. Also, Rauner issued an executive order: prohibiting unions from collecting so-called fair share fees from non-union members. These mandatory fees come from government workers who choose not to be union members but are nonetheless represented by unions in contract negotiations. In effect, Rauner’s order by fiat makes Illinois a right-to-work state for public employees — a measure that, opponents argue, requires legislation. That’s right, lowering. At a December, 2013, Republican campaign forum, the wealthy candidate declared, “I will advocate moving the Illinois minimum wage back to the national minimum wage. I think we’ve got to be competitive here in Illinois. It’s critical we’re competitive. We’re hurting our economy by having the minimum wage above the national. We’ve got to move back to the national.” Practically, what that would have meant was cutting the state’s 8.25-per-hour wage guarantee down to the federal rate of $7.25-per-hour. Gov. Bruce Rauner’s move to eliminate “fair share” payments from public sector employees who opt out of joining a union, but still get benefits from collective bargaining, is “blatantly illegal,” according to AFSCME Council 31 spokesman Anders Lindall. “The governor cannot flout the law, ignore the law, or set the law aside because he personally disagrees with it,” Lindall said.
