The latest Islamic State propaganda video, featuring British hostage John Cantlie, is a marked change for the group. It does not focus on the organization’s military campaigns or attempt to instill fear. Rather, the clip attempts to portray a sense of normalcy in the lives of the Sunni inhabitants of Mosul.

 

This change mirrored the one in the sixth issue of Dabiq, the Islamic State's glossy propaganda magazine. It dedicated a section instructing its soldiers on keeping brutality to a minimum, and highlighted the Islamic State's efforts to work with local populations. The film too focuses on normality and is a significant depature from the glamorized ultraviolence of previous films.

 

Entitled ‘From Inside Mosul,’ the surreal clip takes the viewer around Islamic State-ruled Mosul, described by Cantlie’s script as “the heart of the Caliphate” in an attempt to show that the city is going about its everyday life. The video is formatted in the exact same way that it would be if it was a newscast from a respectable Western media outlet. At one point he says “we’ve managed to get permission” [to visit the hospital], as if he was running the program and had made the choice to take part.

Since Cantlie is a prisoner of ISIL and therefore is necessarily speaking under duress, it is unclear whether and to what degree he actually holds these views. His sister, Jessica Cantlie, has claimed that John Cantlie "believes two-third" of what he says in the videos.

Islamic State Releases Video Presented By British Hostage

The Islamic State (IS) group has released a new propaganda video featuring the British hostage John Cantlie in the Syrian city of Aleppo, on the same day as the group withdrew some of its militants from areas northeast of that city.

 

The eleven-and-a-half-minute video, released on the evening of February 9, is titled From Inside Halab [the Arabic word for Aleppo] and is in the same format as previous videos presented and narrated by Cantlie. Like previous videos, it bears the logo of the Islamic State group's media wing, Al-Hayat and is part of an ongoing propaganda attempt by the Islamic State group to portray itself as having control not just over vast swaths of land in Syria and Iraq, but also of important population centers.

 

From Inside Halab's release comes just over a month after Cantlie appeared in a video report from the IS-held Iraqi city of Mosul. Cantlie says that From Inside Halab, is the last one "in this series," possibly an indication that the captive photojournalist may make or be coerced to make others for the IS group but also a chilling reminder that the Islamic State group could kill the British hostage at any time.
