Taking direct aim at executive branch power, the House on Friday approved legislation requiring Congress to sign off on the most costly federal regulations.

 

The Regulations From the Executive in Need of Scrutiny (REINS) Act passed 232-183 in a vote that went largely along party lines, hours before the House was to adjourn for its August recess.

Under the bill, both chambers of Congress would have to sign off on any federal rules that carry an annual price tag of $100 million.

The legislation, designed to create a new hurdle that regulations would have to clear before taking effect, reflects the Republican view that rulemaking at federal agencies has run amok. The result, they charge, is a torrent of new regulations that have saddled businesses with unnecessary red tape and compliance costs. Scissors-32x32.png

House slams door on carbon tax

 

The House approved an amendment to legislation Friday that would prevent the White House from imposing a carbon tax without congressional approval.

 

 

The lower chamber agreed to Rep. Steve Scalise’s (R-La.) amendment by a 237-176 vote, with 12 Democrats crossing the aisle to support it.

The amendment was added to an underlying bill that would require Congress to OK regulations that carry a $100 million economic impact or greater. That bill is dead in its tracks in the Democratic-controlled Senate, and the White House has threatened to veto it.

Scalise’s measure doesn’t have much of a practical implication, as Congress — not the executive branch — is tasked with approving new taxes.Scissors-32x32.png

Lawmakers demand that ObamaCare regs go through Congress

 

The House approved language on Friday morning that would require Congress to approve all federal regulations relating to the implementation of ObamaCare.

Members voted 227-185 to pass an amendment from Rep. Jason Smith (R-Mo.) that was attached to a bill requiring congressional oversight of major federal rules. That bill is the Regulations From the Executive in Need of Scrutiny Act, or the REINS Act.

Six Democrats voted for the amendment, and just two Republicans voted against it.

Smith said in late Thursday debate on his amendment that his constituents are worried about the harmful effects of the law, and that congressional oversight is the answer.Scissors-32x32.png
