The latter part is an encouragement for private enterprise to "give back" to consumers looking for cheap, dependable public transportation. "Super Joe" Biden has reportedly approached GE and Pratt & Whitney about designing a jet-turbine-powered locomotive, as you'd be able to, "..get where you're going a lot quicker....saving enough time & money to pay for itself..."
