Japan needs to revise its pacifist defense posture, in effect since the end of World War II, relax a ban on exporting arms and consider lifting a ban on providing aid to allies under attack, according to a Japanese government advisory panel report.

The report raised new worries about the growing buildup of Chinese military forces and said Japan should prepare to counter multiple threats.

“China has already become a major country that affects the global economy and has played a certain role in the international community," the Japanese defenses experts said in their recommendations for Japan's first major review of defense policies in half a decade.
