“Today, I propose we do the following: First, a tax cut for all Americans right now. This would include an across-the-board tax cut that lowers the rates to 10, 15 and 25 percent for individuals. Second, a reduction of all corporate tax rates to a flat rate of 15 percent for all businesses combined in this country to spur new investment and new jobs.

“We need to get back to a tax code that is cleaner and simpler and will grow our economy. We can put in a consumption tax and take 150 million people off the income tax rolls. If we do that, we leave in place an income tax just for the high end. If we do that, we can lower the rates on the income tax and we can lower the corporate rates to get our businesses competitive overseas.”
