If the intelligence to carry out this strike was available, why didn't Harris/Biden act pre-emptively and kill the snake before it could bite?

1. What makes you think this really was The Planner?

2. What makes you think it will make the slightest bit of difference? there are 29 guys waiting to take up the post.

Well, that's a very good point.  This group claiming success isn't all that re-assuring. 

The difference it could have made (if they really got the right target) is that the attack might have been delayed and/or less deadly.

Listening between the lines, it seems from the Forbes clip that the strike was more about making a PR statement than doing actual damage to the terrorist organization.

They have info on higher levels of the organization, but these two poked their heads up and Harris/Biden played whack-a-mole to appear to be "doing something".

You said it, I didn't. Notice I'm not disagreeing with you.

The problem is there are Always plenty of people ready to step into the gap. Killing terrorists is A Good Thing. Still it does nothing to address The (Jihadist/Salafist/Khomeinist/Wahhabist) Ideology fueling the war.
