Clemency actions are common for outgoing presidents and Trump's will include white-collar criminals, high-profile rappers, and potentially political allies, per the report. The final list of pardons, expected to be Trump's last batch, was finalized at a Sunday White House meeting, according to two sources. Pardon-seekers reportedly are flooding presidential allies with upward of tens of thousands of dollars in lobbying efforts, The New York Times reported Sunday.
