Rick Perry on Friday endorsed a four-year tuition "freeze" at state colleges and universities as a way to give freshmen certainty about education costs. How it might work: Instead of an actual freeze, it would guarantee or lock in a tuition rate for a student for four years that would be exempt from any tuition increases. Presumably, students who entered school in different years might get different tuition rates guaranteed. A fifth year of study presumably would go back to prevailing tuition prices.
