Talks imploded Thursday between DFL Gov. Mark Dayton and Republican legislative leaders in the final hours before a midnight deadline, and Minnesota began a historic government shutdown.

"This is a night of deep sorrow for me," Dayton said in an address at 10 p.m. that was punctuated by jeers and hisses from Republicans, including some lawmakers.

The governor said his last offer would have raised income taxes only on those earning more than $1 million a year -- an estimated 7,700 Minnesotans, or 0.3 percent of all taxpayers, according to the Revenue Department.

Republicans rejected the proposal, Dayton said, because they "prefer to protect the richest handful of Minnesotans at the expense of everyone else."

Republican leaders made their own statement, saying Dayton's proposal for dealing with the projected $5 billion deficit would cause irreparable harm to the state's economy for generations.

"We will not saddle our children and grandchildren with mounds of debts, with promises for funding levels that will not be there in the future," said House Speaker Kurt Zellers, R-Maple Grove. "This is debt that they can't afford. It's debt that we can't afford right now."

The big news in Minnesota today is the coming of the state government shutdown as of midnight last night. The shutdown is the result of a budget battle between Minnesota’s highly medicated Democratic Governor Mark Dayton and a Republican legislature led by House Speaker Kurt Zellers and Senate Majority Leader Amy Koch. Zellers and Koch have done a fine job standing their ground and holding their troops together so far — despite the best efforts of Rachel Stassen-Berger and her colleagues at the Minneapolis Star Tribune, who are pulling out all the stops for Dayton.

 

Expressing their displeasure with Dayton’s refusal to call a special legislative session, House Republicans staged a symbolic sit-in in the House chambers last night. Stassen-Berger et al. commented: “House Speaker Kurt Zellers, R-Maple Grove, calmly led the theatrics.” Dayton couldn’t have said it better himself.

Seeking to understand the dynamics of the negotiations leading to the shutdown, I sought out a copy of the parties’ various positions as revealed in their most recent written offers. Here they are. I am sure these final four written offers were as readily available to the Star Tribune as they were to me, and they do not support the story’s blatant spin. As I read them — please read them yourself if you have any interest in what is happening here — the breakdown appears to have resulted from Dayton’s backtracking on a previous offer that took tax increases off the table.

I read this part of the article and stopped:

Thought the O should take notice and heed the warning. Figures the left would castigate the R's. They are already going after the R's for the potential national shutdown.

So how bad are things in Minnesota this week with out Government?

 

 

I can't tell you truly awful the situation is here. People cannot go to the Mn. Zoo, there is no horse racing at Canterbury Park, all of the rest stops are closed (so if you are planning to drive across my fair state you probably should plan ahead, as there are no other places to take a pit stop :rolleyes: ) the state lottery is shut down. The list of horribles goes on and on and on.

 

My major concern is an invasion by Manitoba......pray for us!

I am full of stories right now, it seems. (See The Porch) Mr.n. grew up in a small MN town just 75 miles south of the Canadian border. When he was a boy (and therefore traffic not what it is today, even on highway 75) someone from the UK flew into Winnepeg, rented a car and drove all the way to Mr.n.'s home town on the wrong side of the highway before he encounterd a problem. :huh:
