Matthew Levitt is director of The Washington Institute's Stein Program on Counterterrorism and Intelligence. Mr. Williams is first secretary for justice and home affairs at the British embassy in Washington, DC. Mr. Hughes is a professional staff member on the Senate Homeland Security and Governmental Affairs Committee.
