Jimmy Carter’s arrival in North Korea Wednesday on a mercy mission to free a jailed American citizen has raised speculation about whether the former president’s foray might ease Pyongyang’s tense relations with the world.

Some specialists see an aligning of forces for a return to the stalled talks about North Korea's nuclear program, noting that China’s chief negotiator in the international six-party talks is currently visiting the Koreas.

But some North Korea experts caution that it is worthwhile to remember what happened after former President Bill Clinton completed a similar humanitarian mission a year ago: not much.

Similarly hopeful expectations accompanied Mr. Clinton’s success at winning the release of two jailed US journalists in August 2009. But tensions between the two Koreas have since rebounded to new highs after the sinking by torpedo of a South Korean patrol ship in March.

“After Clinton’s visit [in 2009] we were treated to breathless media speculation about how this was a precursor to reducing tensions and perhaps even to a nuclear deal,” says Bruce Klingner, an Asia expert at the Heritage Foundation in Washington. “But as we saw, in the end it had little impact on North Korea’s behavior.”

I assume Jimmah will return praising the North for its humanity and understanding. Wonder what he might promise them? Almostbright drank champagne with the Dear Leader of Korea after they made promises promptly broken. Jimmah can do no less. What's a little torpedo between friends? They still haven't returned the Pueblo to us. Nobody seems to worry about that.

North Korean leader reported to be in China.

 

North Korean leader Kim Jong Il is visiting China, the South Korean JoongAng Daily reported Thursday, citing a South Korean government official.

 

"[North Korea's] National Defense Commission chairman Kim was detected to be visiting China on his private train," said the official.

 

The official said Seoul did not understand the purpose of the visit nor did the government know whom Kim planned to contact.

 

The government-funded Yonhap News Agency reported that Kim "appears to be traveling to China" and cited a senior South Korean government official.

Why do I get a growing sense that Jimmuh Carter is trying, desperately, to ramain relevant, even though everybody, on both sides, know he's not?

If I am correct, I believe that Jimmy Carter played a role in the 1994 Agreed Framework between the United States of America and the Democratic People's Republic of Korea. This fell apart almost immediately.
