Does anyone believe that doubling the size of the IRS means new employees will only focus on ‘the rich’ and avoid targeting middle class Americans?

 

If you think that Democrats’ tax-and-spending bill wouldn’t expand government, have I got news for you. Believe it or not, the Build Back Better legislation would more than double the size of the IRS.

That’s one of the hidden details in the agreement that Sen. Joe Manchin, D-W.V., cut with Majority Leader Chuck Schumer, D-N.Y., behind closed doors. And of course, Democrats want to ram it through Congress within a matter of days. As House Speaker Nancy Pelosi, D-Calif., once said about another big-government scheme, “we have to pass the bill so that you can find out what is in it.”

 

Massive Increase in IRS Personnel

The draft bill contains an $80 billion “investment” in the Internal Revenue Service. Of that amount, more than half, or over $45.6 billion, will go towards enforcement activities.

Even as it doles out such vast sums for the IRS, the bill contains only a few short pages of text explaining the provisions. In other words, the IRS will have a relatively wide berth to spend the new funding as it likes.

But last May, the Treasury Department released its “tax compliance agenda,” showing where it would like to spend that money. And on page 17 of that document, it helpfully included a chart demonstrating the IRS agents it would hire with that additional cash. All told, the Biden Administration wants to hire 86,852 agents, expressed in this chart as “FTEs,” or full-time equivalent employees::snip:

Here Come The IRS Shock Troops

The Democrats’ “Inflation Reduction Act,” approved Sunday by the Senate, is primarily known as a climate and health care bill. It also includes $80 billion for the IRS, more than six times its current annual budget, increasing the agency’s enforcement funding by 69% through fiscal 2031, and adding as many as 87,000 new employees to its overall workforce.

This is not what the country needs

Our friends at the Committee to Unleash Prosperity pointed out last week that the Democrats are prioritizing IRS enforcement and bureaucracy over securing the leaky border and addressing the shortage of military recruits.

So while the Democrats will spend “$80 billion to double the number of IRS agents and auditors, the Army is falling far short of its recruitment goals for our national security. Meanwhile, the Border Patrol is running short of agents in Arizona and Texas.” In fact, after a generous injection of other people’s money, the IRS will “employ more bureaucrats than the Pentagon, State Department, FBI, and Border Patrol combined.”

 

We are also reminded by the Washington Examiner’s Paul Bedard that, “according to a new congressional analysis, the pay for those 300 could be as high as the $235,100 given to Vice President Kamala Harris.”

Why are the Democrats re-arming an IRS that, mercifully, “went down early … went down hard,” and hasn’t “come back” from the pandemic? Is the federal government hurting for money? Not at all.:snip:

Piracy Preying On Civilized Society, Not Taxes That Enable It  

Democrats are in the process of trying to shovel $80 billion more dollars to the IRS, doubling the number of its “enforcers.” They claim it will squeeze an even greater “fair share” from “the rich” than the highly disproportionate share they now pay and promise that it will benefit all Americans with a lower deficit (something than seemingly never occurred to them when they were burning hundreds of billions of dollars in waste and fraud) and lower inflation.

Beyond the highly implausible amount in new government revenue being claimed and even more implausible claim it will lower inflation, there are plenty of reasons suspect the gambit.

Rather than hitting billionaires, necessary for the “it won’t cost you a cent” story line being sold, Congress has already reported that “78% to 90% of the money raised from under-reported income would likely come from those making less than $200,000 per year.”

Little is earmarked to improve the performance of what Steven Greenhut calls “the nation’s heavy handed, incompetent and scandal-plagued tax-collection agency.” For instance, I submitted my 2021 taxes in February and still have not been able to confirm that it has been received by the IRS, much less processed, but with essentially no money for better technology to ease filing issues, reduce delays and errors, or even to get more than a small fraction of calls answered or improve the accuracy of their answers if you can actually reach a person, this big IRS “reform” looks a lot like Ambrose Bierce’s definition::snip:

Something I recall hearing on NPR in the late 70's. They were talking to a (wealthy) guy about a new Tax Bil, that would Reduce The Deficit. (I paraphrase from memory) "I don't care what is in the bill. I have accountants and tax lawyers to make sure I don't pay a penny more than I have to."

Well this may sound 'tinfoil', but with everything else happening, is it? Are all of these new employees accountant types? The IRS has stockpiled millions of rounds of ammunition. Why?

How Democrats’ IRS Expansion Would Empower Ruling Elites to Target Americans

“He has erected a multitude of new offices, and sent hither swarms of Officers to harass our people and eat out their substance.”

Those were the words of Thomas Jefferson in the Declaration of Independence, referring to the depredation of King George III. The sentence was part of a long list of grievances that bolstered the argument that England’s king and Parliament were becoming tyrannical.

Two and a half centuries later, Democrat Party elected officials are in lockstep about creating swarms of officers to eat out our substance. 

The Senate on Sunday passed the Inflation Reduction Act, on a 50-51 vote along party lines, legislation that has little to do with reducing inflation and much more to do with funding progressive spending priorities and—more ominously—doubling the size of the Internal Revenue Service.

 

The IRS currently has 93,654 employees; the Senate-passed legislation would add 87,000 new hires. The bill also is set to add about $80 billion to the IRS by 2031. 

Interesting that the Biden administration is focused on doing this when the nation’s southern border is a sieve and military recruitment is catastrophically low.:snip:

IRS seeks armed accountants ready for ‘deadly force’

Even before Congress and President Joe Biden give the final OK for the IRS to hire 87,000 more agents in an $80 billion package, the tax agency is revealing a priority job category that could get first dibs on the huge budget expansion.

On its jobs page is a listing of vacancies for special agents to be placed around the country to root out financial fraud.

But these are opening for more than just financial experts: They will also be armed.

Among the job requirements listed: “Carry a firearm and be willing to use deadly force, if necessary.”

Special agents, who can be placed around the nation and world, have an interesting job, according to the IRS description. They are financial analysts and armed officers ready for a shootout.:snip:

BIDEN PROMISES: WE WON'T USE BEEFED-UP IRS AGAINST YOU. Republicans and conservatives have loudly protested the Democratic plan to expand the IRS vastly, and especially its enforcement arm, with an infusion of $80 billion included in the misleadingly named Inflation Reduction Act. The $80 billion is, by many accounts, far more than the IRS needs, and Republicans are suspicious about how it will be spent. Last year, the Treasury Department said the money would be used to hire 86,852 new IRS employees over the next 10 years, the largest group of them assigned to auditing Americans' tax returns.

Now, Treasury Secretary Janet Yellen has written, and made public, a letter to Charles Rettig, the IRS commissioner, who, of course, works for her. The purpose of the letter is to assure the public that no, the IRS will not increase its audits of non-rich citizens.

"I write today to confirm the commitment that has been a guiding precept of the planning that you and your team are undertaking: that audit rates will not rise relative to recent years for households making under $400,000 annually," Yellen wrote. "Specifically, I direct that any additional resources — including any new personnel or auditors that are hired — shall not be used to increase the share of small business or households below the $400,000 threshold that are audited relative to historical levels. That means that, contrary to the misinformation from opponents of this legislation, small business or households earning $400,000 per year or less will not see an increase in the chances that they are audited." Yellen went on to say that IRS enforcement will focus on "high-end noncompliance" — a more bureaucratic way of saying "wealthy tax cheats."

The GOP members of the Ways and Means Committee revealed:

Key Point: At least $20 billion of the revenue Democrats hope to collect from taxpayers with a supercharged IRS would come from lower- and middle-income earners and small businesses, according to a new analysis by the nonpartisan congressional scorekeeper. That’s in addition to existing audits of these income levels.

Explanation: Last weekend, all 50 Senate Democrats voted against an amendment offered by Senate Finance Republican Leader Mike Crapo (R-ID) that would have protected lower- and middle-income American taxpayers against new audits by the IRS.

The Congressional Budget Office (CBO) confirms that had this amendment passed and lower- and middle-income taxpayers been protected, revenue in Democrats’ bill would have been reduced by at least $20 billion – confirming that at least $20 billion of the $124 billion in new revenue expected by a supercharged IRS will be coming from higher audits on low- and middle-income Americans. This will be in addition to existing audits on these income levels.

IRS Hiring Spree Is the Biggest Expansion of the Police State in American History

The Democrats' new reconciliation bill isn't just going to be the largest-ever expansion of a government agency. It's going to be the largest expansion of the domestic police state in American history. Only a statist could believe that a federal government, which already collects $4.1 trillion every year -- or $12,300 for every citizen -- supposedly needs 80 battalions of new IRS cops.

The average American has less reason to be concerned about cops with guns -- though the IRS is looking for special agents who can "carry a firearm and be willing to use deadly force, if necessary" -- than they do bureaucrats armed with pens who are authorized to sift through their lives. If you pay your taxes you have nothing to worry about, Democrats claim. But most law-abiding citizens know they have something to fear from a state agency that doesn't concern itself with your due process, has no regard for your privacy and is empowered to target anyone it wants without any genuine oversight.

And, please, spare us this nonsense about the IRS expansion focusing exclusively on "high earners." White House press secretary Karine Jean-Pierre promised that the IRS wouldn't engage in new audits of anyone making under $400,000 -- a claim she has no authority to make and could not possibly predict even if she did. Connecticut Sen. Chris Murphy also said that the bill was passed to stop an "epidemic of tax cheating amongst the millionaires and billionaires" and promised that "audit rates won't increase for anyone making under $400K.":snip:

The current IRS workforce includes 78,661 full-time employees, so Democrats’ legislation, if passed as written, would more than double the agency’s employees.

A 2020 report from OpenTheBooks, titled “The Militarization of the U.S. Executive Agencies,” shows that the IRS Criminal Investigation division has a stockpile of 4,600 guns.

The firearms include 3,282 pistols, 621 shotguns, 539 rifles, 15 fully automatic firearms, and four revolvers, the report says. 

The Government Accountability Office, a federal watchdog agency, reported in 2018 that the IRS had 3.1 million rounds of ammunition for pistols and revolvers. 

The tax agency had 1.4 million rounds of ammunition for rifles, the GAO report said, along with 367,750 shotgun rounds and 56,000 rounds for automatic weapons. :snip:

An IRS That's Armed and Dangerous By Stephen Moore

The Biden administration has a lot of nerve proposing to double the budget of the Internal Revenue Service and add 87,000 employees.

This plan is set to become law as part of the soon-to-be-enacted Inflation Reduction Act. And it comes around the same time as the outrageous FBI raid of former President Donald Trump's Mar-a-Lago compound in Palm Beach, Florida. The Biden administration has converted the FBI and the Justice Department into functionaries of the Democratic Party's character assassination campaign. Think they will do the same with a Yankee Stadium full of new IRS auditors? They will be on search-and-destroy missions.

Sen. Ben Cardin (D-MD) patronizingly dismisses any concerns about taxpayer abuses by saying, "If you're not cheating on your taxes, you have nothing to worry about."

That's the language of tyrants. I personally went through a three-year dispute with the IRS, which cost me tens of thousands of dollars in attorney and tax accountant fees -- until the IRS snoops did a "Whoops, we're sorry, we were wrong. Have a nice day." When you are under IRS investigation and the agency places a lien on your bank account, you are guilty until you prove yourself innocent.:snip:

Dems Weaponize the IRS to Silence Critics

The public should be frightened that Democrats are passing new legislation to weaponize the already abusive Internal Revenue Service.

For nearly a century, the IRS has been used by presidents and members of Congress to harass and incriminate political foes. In addition to collecting revenue to fund the government, the IRS is a hit squad that destroys reputations and criminalizes dissenters.

A lot of pain can be inflicted under the guise of tax "auditing." The bill passed by Congress last week, erroneously labeled the Inflation Reduction Act, will mean more audits and investigations. The bill roughly doubles funding for the IRS enforcement division, adding an estimated 49,600 agents and auditors.

Meanwhile, President Joe Biden is starving the Defense Department, requesting too little funding to even keep up with inflation, despite Russian and Chinese aggression. Yet his bill will make the IRS three-quarters the size of the U.S. Marine Corps. Who's Biden making war on?:snip:
