In 2015, improper Medicaid payments totaled more than $29 billion, according to the Government Accountability Office. In 2015, Medicaid accounted for 20 percent of state budget spending. According to new research produced by the Foundation for Government Accountability (FGA), Medicaid spending now accounts for 30 percent of state budgets, skyrocketing to an estimated $603 billion in 2018.
