CBS SF Bloody Gang Fight Breaks Out At Richmond City Hall RICHMOND (CBS SF) – A bloody fistfight broke out among rival gang members at Richmond City Hall on Friday, according to police. Seven men from different parts of the city brawled in a third-floor suite that houses the city’s Office of Neighborhood Safety around 12:30 p.m. Friday, department director Devone Boggan said. He said all of the men involved in the melee are enrolled in the office’s “Operation Peacemaker” fellowship and happened to show up at the office at Richmond’s Civic Center at the same time unexpectedly. The fight stemmed from an “exchange of looks” and heated words after the men spotted each other, Boggan said. The ONS director said he sees the unarmed brawl as a sign of progress, since the young men involved all have a history of gun violence. “They decided to pick their fists up instead of a gun,” Boggan said. “Everyone got up and walked away—not one mother has to bury their child this week.” Well boys will be boys... The gist is to move away from a fee-for-service model and force service providers to act like insurers by accepting a flat fee for patients and then managing their care: Although important details remain to be negotiated, the legislative leaders and Gov. Deval Patrick, all Democrats, are working toward a plan that would encourage flat “global payments” to networks of providers for keeping patients well, replacing the fee-for-service system that creates incentives for excessive care by paying for each visit and procedure. As a matter of economics, this at least aligns the incentives of the people writing the checks with the people ordering the treatments. I think most folks agree that having a doctor order treatments subject to a patient's approval while a hapless insurer simply nods and pays the bills is not a system where either the doctor or the patient feels a great deal of pressure to hold down costs. Now, Republicans calling for market solutions to the health care puzzle argue that empowered consumers will fill this cost-control role if they pay out-of-pocket by way of medical savings accounts. The Republican candidates’ debate, scheduled for Tuesday, Nov. 15, at 8 p.m. at a Washington location to be announced shortly, will air nationally on CNN and CNN en Español and worldwide on CNN International, CNN Radio and CNN.com. “Heritage is delighted to have this opportunity to increase public understanding of the candidates’ positions on critical foreign policy and national security questions requiring American leadership in the second decade of the 21st century,” Heritage President Edwin J. Feulner said. The debate will mark the first time that either Heritage or AEI has sponsored a presidential debate. The State Department has awarded 4,453 permanent resident “Diversity Visa” applications to would-be immigrants from Iran, a state sponsor of terrorism that was recently implicated in a plot to assassinate the Saudi Arabian ambassador to the United States. To be eligible, applicants must have at least a high school education or two years of work within the previous five years at a job that requires at least two years of training. Iran’s intelligence services have been implicated in a plot to assassinate the Saudi ambassador to the United States by bombing a restaurant or public place in Washington, D.C. Obama visited Fire Station 9 to draw attention to a major piece of his $447-billion jobs package. He wants to spread $35 billion among states and cities, in part to prevent layoffs of police and firefighters, and would pay for it with a surtax on millionaires. Congress may vote on that measure as early as this week. On Wednesday afternoon, Obama stood at a lectern against a backdrop of firefighters and offered his prescription for solving the persistent jobs crisis: "A fair shot for everybody; a fair share from everybody. That's the principle that built America." The president got a polite reception from the 100 or so people crowded into the station garage. Early in his speech he mentioned his American Jobs Act. According to the alleged leaked report, marines raided a house in the middle-class Mexico City Roma neighborhood on 9 June, 2010 and found 22.7 kilos of explosive material along with detonators.
