TransCanada Corp. announced today it would build its Keystone XL oil pipeline in two phases as it prepares to file a new application for U.S. approval of a cross-border permit.

 

The Calgary-based company announced it would proceed with building the segment from Cushing, Okla., to Gulf Coast refineries in Texas, citing the need to alleviate an ongoing supply glut in the oil-terminal city. The company also said it would soon reapply with the State Department for a presidential permit for the pipeline’s border-crossing segment from Canada through the Great Plains.

 

TransCanada CEO Russ Girling said the company’s $2.3 billion Gulf Coast segment would need regulatory approvals but not from the State Department. He said TransCanada hopes to finish that part by the end of 2013.

 

He said TransCanada, which has aimed to have the entire Keystone XL pipeline online by early 2015, also hopes the State Department will expedite the new permit’s approval due to three years’ worth of information from the previous application. The State Department has said it’s unclear how much of that information it can actually use.

 

The move by TransCanada had been expected ever since the Obama administration rejected a permit in January but left the door open for a new application.

 

The State Department said a Feb. 21, congressionally imposed decision deadline, didn’t allow enough time for studying alternative routes that would avoid Nebraska’s environmentally sensitive Sandhills region, which sits atop a massive drinking-water aquifer.

 

Residents had raised concerns about the pipeline’s possible impacts, including a possible spill, on their land and water supplies. TransCanada vowed to reapply with a new route in the state. Scissors-32x32.png

HOUSTON — The U.S. Environmental Protection Agency is concerned that permitting for the southern segment of the proposed Keystone XL pipeline could be insufficient and has asked for a more extensive review.

An official in the EPA’s region that oversees Texas [*] wrote a letter to the U.S. Army Corps of Engineers saying 61 water crossings near Galveston are too large for the broad permits being pursued. The official wants an environmental review that includes a public comment period.

This needs to have it's own ad....played on a loop until January 2013. The EPA as Obama's cudgel, needs to be defunded & deregulated.

SrWoodchuck -- Wonder why no one is talking about this, I agree Mitts need to run this (ad) in all the states affectived by the pipeline venture.
