Washington (CNN)House Speaker Paul Ryan sensationally pulled his Obamacare repeal bill from the floor Friday, a day after President Donald Trump had threatened to walk away from health care reform if he didn't get a vote.

After a dramatic day on Capitol Hill, Ryan rushed from the White House to Capitol Hill to tell Trump he did not have the votes to pass the measure, the culmination of seven years of Republican efforts to eradicate President Barack Obama's proudest domestic achievement.

As Ryan presented the dire vote totals in his meeting with Trump, he explicitly recommended the President pull the bill, according to a senior GOP official. The decision was ultimately Trump's. Trump made the call at 3 p.m., as the rest of House leadership was gathering in Ryan's office.

Paul Ryan: There Is A Path To Repealing ObamaCare Without 60 Votes In The Senate
Filed under: General — Patterico @ 8:59 pm

OK, I admit it: I cheated a little bit in the headline, by quoting Paul Ryan from 2016, rather than Paul “We’re Done Here” Ryan from 2017. But the principle is the same, even if the GOP wants to pretend it’s now impossible:

“It’s no surprise that someone named Obama vetoed a bill repealing Obamacare,” Ryan said in a statement.

“But here’s the thing. The idea that Obamacare is the law of the land for good is a myth. This law will collapse under its own weight, or it will be repealed. Because all those rules and procedures Senate Democrats have used to block us from doing this? That’s all history,” he added.
“We have now shown that there is a clear path to repealing Obamacare without 60 votes in the Senate. So, next year, if we’re sending this bill to a Republican president, it will get signed into law.”

It’s next year, Paul Ryan. It’s next year, right now. You have a Republican president.

Send him the same bill. He’ll have no choice but to sign it into law.

Here's what @Rokke tweeted me, for what it's worth: "This is NOT a Democrat victory. Obamacare is failing. Horribly. And it's Obamacare. Not Trumpcare. Ryan has proven time and again that he has terrible instincts and loyalty mostly to the establishment. With this debacle, Trump gave him all the room he needed to prove himself useless."

"Trump didn't like the deal.In his book he argues that it is a good strategy to let a bad deal fail. Let the other guy "win." But Obamacare is doomed. So is Ryan. This will be negotiated again and Trump will set the terms. After Easter. Remember that Trump is a businessman. Not a politician. His strategy is more about long term gains that produce results than short term photo ops."

Pence: Democrats’ victory on health care ‘won’t last long’

Vice President Mike Pence said Saturday that congressional Democrats won’t be able to savor very long the survival of Obamacare, after Trump administration and House Republican leaders lost a bid to repeal and replace the law.

“Nancy Pelosi, the leader of the Democrats, actually said yesterday was a victory for the American people,” Mr. Pence told an audience in Charleston, West Virginia. “That victory won’t last very long. We will end the Obamacare nightmare and give the American people the health care they deserve.”

President Trump and House Speaker Paul D. Ryan canceled a House vote Friday on legislation to replace and repeal Obamacare after they couldn’t muster enough support from conservative lawmakers and some moderate Republicans. Democrats were united against the measure.Scissors-32x32.png

Conservative group calls for ouster of Ryan, GOP leaders after Obamacare repeal failure

A conservative group called for the ouster of House Speaker Paul D. Ryan and the rest of the GOP leadership team Friday afternoon, just hours after they saw their Obamacare repeal effort crash and burn.

David Bozell, president of ForAmerica, said Republicans had eight years to fashion a repeal bill and a GOP replacement, and the first time they were in a position to hold a substantive vote on their plan they failed.

“Not only does the leadership lack the political will, it demonstrates a consistent inability to market conservative principles and policy,” Mr. Bozell said.Scissors-32x32.png

GOP health care bill pulled at Trump’s request; Obamacare repeal fizzles

House Republicans called off a vote on their Obamacare repeal bill Friday, acknowledging a stinging defeat and sending the party on a round of deep soul-searching about whether they can be a governing majority.

“Obamacare is the law of the land, it’s going to remain the law of the land until it’s replaced. We did not have quite the votes to replace this law,” House Speaker Paul D. Ryan said, calling the failure a wake-up moment for Republicans who have been fractious for years, and who now must decide whether there are any issued they can reach agreement.

Mr. Ryan said there are no immediate plans to try again on repeal, meaning Republicans will allow Obamacare to play out.Scissors-32x32.png

President Trump hits House Freedom Caucus on health care in tweet: ‘Democrats are smiling in D.C.’

President Trump jabbed at the House Freedom Caucus and conservative groups Sunday on Twitter, blaming them for derailing the Republican bill to repeal and replace Obamacare.

“Democrats are smiling in D.C. that the Freedom Caucus, with the help of Club For Growth and Heritage, have saved Planned Parenthood & Ocare!” the president tweeted.

Friday’s decision to pull the Republican health care bill was a painful setback for Mr. Trump and his agenda, calling into question the his ability and that of the Republican-run Congress to pass major legislation.

Mr. Trump also blamed Capitol Hill Democrats on Friday for opposing any effort to change Obamacare, despite problems with the laws.Scissors-32x32.png

Rep. Jim Jordan: Freedom Caucus ‘did country a favor” by keeping Obamacare

Rep. Jim Jordan said Sunday that he and fellow House conservatives may have done America “a favor” by derailing the Republican bill to repeal and replace Obamacare.

Mr. Jordan, a leading member of the conservative House Freedom Caucus, insisted that his group had remained true to its values in bucking the bill supported by President Trump

“Maybe, by the fact we opposed it, we did the country a favor because this bill didn’t repeal Obamacare,” the Ohio Republican said on “Fox News Sunday.” “This bill didn’t do what we told the American people we were going to do.”Scissors-32x32.png

Sen. Chuck Schumer offers Democrat help to fix Obamacare if repeal off the table

Senate Minority Leader Charles E. Schumer said Sunday that Democrats are ready to work with President Trump to fix Obamacare if Republicans abandon their drive to repeal the law.

The New York Democrat made the offer in the wake of Friday’s decision by Mr. Trump and House Speaker Paul D. Ryan to pull the GOP bill to repeal and replace Obamacare, also known as the Affordable Care Act or ACA.

The bill lacked enough Republican support to pass, including many defectors among conservatives. Democrats formed a united front against the effort.

“We Democrats, provided our Republican colleagues drop [repeal and replace] and stop undermining the ACA, are willing to work with our Republican friends — as long as they say no more repeal,” Mr. Schumer said on ABC’s “This Week.”Scissors-32x32.png

Disgusting: The Freedom Caucus Saves Obamacare Again

AHCA was pulled from the floor yet again this afternoon, and it now is probable that Obamacare will be the law of the land for years to come. This is an utter disaster for U.S. health care, not to mention individual liberty, and the responsibility rests squarely on shoulders of a small cadre of political opportunists with the effrontery to call themselves the “House Freedom Caucus.”

These people held out for the impossible — full repeal of Obamacare in one fell swoop — and have thus destroyed the only realistic opportunity their party will have in the near future to eradicate the law’s individual and employer mandates, enact entitlement reform, expand HSAs, defund Planned Parenthood, halt the metastasis of Medicaid, and cut its myriad taxes.Scissors-32x32.png

Legislation can be fixed - especially if you have the majority - but that won't be for long with all of this BS . Rarely do I go to social media sites anymore, but I checked in yesterday to see how the people who voted for Trump on this very matter were faring. They are livid, and it is not with Paul Ryan or Trump.

@Geee and @Valin!

I have mixed feelings about the Freedom Caucus. I see that a victory and a new healthcare entity would have helped Trump roll out his tax reform package. I also see that the Freedom Caucus feel that they were elected on a promise to Repeal & Replace Obamacare...and it was a major promise of Trump during his campaign...so they were holding him to that standard and keeping their own. Schumer and the Dems are on their "scorched earth" program to deny Trump any political victory...and I think that they may have misjudged many of their constituents that see...or will soon see...the folly of not addressing O-care, right now...and instead...leaving it to become another reason to remove Dems from office. Posturing is not effective politics...it is propaganda for committed Progressive Socialists. During the perceived Republican "shutdown" of government during Barky's term...Dems cast them as obstructionist and bent on keeping Barky from bringing his "change." They're nothing, if not blinded by ideology...to the irony of their present situation. Same thing with Reid's "nuclear option" for appointees and judges. Republicans on the other hand...seem to be only combative and untenable with other Republicans. There are so many factions that demand their due...chief among them...the Uni-Party...which still resents Trump's victory over their next authorized globalist candidate. I respect Trump for backing away from the table and see that he may have "played" Ryan with this O-care R&R deal. Posts that Ryan met with Barky a few hours after the O-care bill had been dropped, can't help Ryan, either. This is "inside baseball" played for keeps...

@SrWoodchuck - The Dems spent months making amendments, twisting arms in the house and then the same in the Senate. They should have let the bill go through the process. Even after the final product was passed, if flaws were found that actually hurt the performance of the bill - changes can be passed. Thats how government works. This made the Republicans look every bit like they can't govern and the optics of the Democrats claiming a victory are horrendous and make it look even worse. Passing this would have also given momentum to other important changes waiting (tax reform etc etc) This only gives the Dems more momentum for further disruption. Thats one thing that I have always said about Dems - doesn't matter what - they always stick together. Bad bills, murderers, sex offenders no prob.

The Dems passed a bad health care bill - their fix would have been to make it more liberal yet, step by step. The Republicans were there to stop them. Now if the Republicans pass a bill that is not 100% what everyone wants - not Conservative enough, the have enough muscle still in the house for step by step fixes. I don't think they will in the future if this keeps up. They will surely lose control.
