The book does not hit shelves until May 5, but already the Republican Rand Paul has called its findings “big news” that will “shock people” and make voters “question” the candidacy of Hillary Rodham Clinton.

 

“Clinton Cash: The Untold Story of How and Why Foreign Governments and Businesses Helped Make Bill and Hillary Rich,” by Peter Schweizer — a 186-page investigation of donations made to the Clinton Foundation by foreign entities — is proving the most anticipated and feared book of a presidential cycle still in its infancy.

 

The book, a copy of which was obtained by The New York Times, asserts that foreign entities who made payments to the Clinton Foundation and to Mr. Clinton through high speaking fees received favors from Mrs. Clinton’s State Department in return.

 

“We will see a pattern of financial transactions involving the Clintons that occurred contemporaneous with favorable U.S. policy decisions benefiting those providing the funds,” Mr. Schweizer writes.

Hillary Clinton’s Bain Capital

Newsweek reports that “one of the biggest benefactors to the Clinton Foundation has been trading with Iran and may be in breach of US sanctions imposed on the country.” The “benefactor” in question is Victor Pinchuk, described by Newsweek as a “Ukrainian oligarch [who] has courted the Clintons for at least nine years – in the United States, the Alps and Ukraine.”

 

Newsweek says it has seen declarations and documents that show a series of shipments from Interpipe, Pinchuck’s company, to Iran in 2011 and 2012. The shipments include railway parts and products commonly used in the oil and gas sectors. For example, one invoice, in the amount of $1.8 million, was for “seamless hot-worked steel pipes for pipelines,” according to Newsweek.

If Newsweek’s report is accurate, Pinchuck’s agenda was beyond sketchy. His goal was to make a profit by circumventing sanctions designed to prevent Iran from obtaining nuclear weapons.

 

Newsweek’s story notwithstanding, we shouldn’t count on the media to sustain interest in these kinds of stories. Nor do we need to. The Clinton Foundation-based attack ads against Hillary Clinton will write themselves.

 

The real question is whether the Republicans will keep their nerve and use such ads as ruthlessly as the Democrats did with Mitt Romney and Bain Capital?

“Clinton Cash” — drip, drip, drip

Publication of Clinton Cash, Peter Schweizer’s expose of the money raised by the Clinton Foundation and the favors such money may have purchased, is two weeks away. However, some of Schweizer’s findings continue to trickle into the mainstream media. They are bad news for Hillary Clinton’s candidacy.

 

For instance, the New York Post reports that, according to Schweizer, Foundation donors received lucrative development contracts following the devastating Haitian earthquake in 2010. And a small mining company on whose board Hillary Clinton’s brother sat received one of only two coveted “gold exploitation permits” from the government of Haiti.

This, says Schweizer, is part of a “pattern of financial transactions involving the Clintons that occurred contemporaneous with favorable US policy decisions benefiting those providing the funds.” Previously, we have discussed two other alleged instances that fit the pattern. In one, donations from Frank Giustra appear to coincide with shifts in U.S. policy towards Colombia that benefited his enterprise. In the other, donations by Victor Pinchuk may have warded off U.S. government action against his company, which was trading with Iran in violation of the sanctions.

New questions about Clinton Foundation, Russian nuclear agency

 

Clinton Foundation donors sold one of the largest uranium mining companies in America to the Russian nuclear agency in a deal signed off by the State Department during Hillary Clinton’s tenure as Secretary of State, according to The New York Times.

 

The Canadian company Uranium One amassed a slew of uranium mines in Utah, Wyoming, Texas and Utah, which it eventually sold to Rosatom, the Russian atomic energy agency. While the Russians were engaging in deals to take over Uranium One, Frank Guistra, a friend of President Bill Clinton and a businessman involved with Uranium One, donated millions of dollars to the Clinton Foundation. Other major Uranium One investors donated millions to the foundation along the way as well, according to the Times.

 

The Times alleges that many of those donations were not disclosed as had been promised when Hillary Clinton took the position within the Obama Cabinet.

 

Since the deal involved significant amounts of American uranium falling into the hands of a foreign country, it had to be reviewed by the Committee on Foreign Investment in the United States, which includes the secretary of State and other key cabinet officials. Despite pushback from a handful of lawmakers, the committee approved the deal, according to the Times.Scissors-32x32.png

Twenty-two of the 37 corporations nominated for a prestigious State Department award — and six of the eight ultimate winners — while Hillary Clinton was Secretary of State were also donors to the Clinton family foundation.

 

The published donor records of the Bill, Hillary and Chelsea Clinton Foundation don't give exact dates or amounts of its contributors, but it is possible to create a general timeline for when many of the corporations donated and when they were either nominated or selected for the award.

 

Silicon Valley giant Cisco was the biggest foundation contributor nominated in 2009, giving the Clinton charity between $1 million and $5 million. The company then won the award in 2010 when eight of the 12 finalists and two of the three winners had donated to the foundation.

Cash Flowed to Clinton Foundation as Russians Pressed for Control of Uranium Company

The headline in Pravda trumpeted President Vladimir V. Putin’s latest coup, its nationalistic fervor recalling an era when the newspaper served as the official mouthpiece of the Kremlin: “Russian Nuclear Energy Conquers the World.”

The article, in January 2013, detailed how the Russian atomic energy agency, Rosatom, had taken over a Canadian company with uranium-mining stakes stretching from Central Asia to the American West. The deal made Rosatom one of the world’s largest uranium producers and brought Mr. Putin closer to his goal of controlling much of the global uranium supply chain.

But the untold story behind that story is one that involves not just the Russian president, but also a former American president and a woman who would like to be the next one.

At the heart of the tale are several men, leaders of the Canadian mining industry, who have been major donors to the charitable endeavors of former President Bill Clinton and his family. Members of that group built, financed and eventually sold off to the Russians a company that would become known as Uranium One.

Beyond mines in Kazakhstan that are among the most lucrative in the world, the sale gave the Russians control of one-fifth of all uranium production capacity in the United States. Since uranium is considered a strategic asset, with implications for national security, the deal had to be approved by a committee composed of representatives from a number of United States government agencies. Among the agencies that eventually signed off was the State Department, then headed by Mr. Clinton’s wife, Hillary Rodham Clinton.

Now, however, questions have been raised as to whether contributions to the Clinton Foundation by General Electric had anything to do with action taken by the State Department on GE’s behalf.

 

There appears to be no dispute that in 2012, the State Department lobbied the Algerian government in a successful effort to help GE obtain contracts to sell power plants to Algeria. Indeed, GE’s CEO, Jeff Immelt, seems to admit as much, calling it standard practice for the U.S. government to provide help to U.S. companies trying to sell products abroad.

 

To my knowledge, there is also no dispute that GE contributed to the Clinton Foundation around this time. The National Center for Public Policy Research, citing the Wall Street Journal, says that “GE donated between $500,000 and $1 million to a health partnership with the Clinton Foundation,” and that “Clinton’s subsequent actions helped GE obtain a contract with the Algerian government to supply turbines for six power plants to the tune of $1.9 billion.”

Sixteen months ago, Nicholas Confessore and Amy Chozick wrote in The New York Times about the loose governance and financial performance of the Bill, Hillary, and Chelsea Clinton Foundation. For example, after more than 10 years in operation, the Foundation had internal controls that were only just coming into play, while financial disclosures seemed sloppy and even misleading.

In addition, two months have elapsed since Eric Braverman– the talented executive recruited in July 2013 to put the Clinton Foundation back into order– resigned unexpectedly several weeks following renewal of his long-term management contract by the Board of Directors.

Actually accounting for financial impact?

Media reports suggest Braverman lost out fighting the melange of Clinton loyalists who behave as Bill and Hillary have done throughout their adult lives: acting as if rules are for other people and noble ends justify transgressions, even egregious ones.

New York Times reporter Jeremy Peters criticized “Clinton world” for believing there are no “legitimate” criticisms of them and engaging in “character assassination” of their critics on Thursday’s “Morning Joe” on MSNBC.

 

Peters worried that legitimate questions about the Clinton Foundation are “going to be obscured by all of this character assassination that you’re seeing. When, in fact, the real question is not about Peter Schweizer, it’s not about whatever book he may have written about Disney before. I’ve met Peter Schweizer myself. He has very good, strong working relationships with a lot of journalists in Washington, and they guy has an ideology certainly, but I wouldn’t say that he’s an ideologue. But what we’re seeing consistently from the Clinton world, is that there appears to be no criticism of her leadership, of the former president’s leadership that is legitimate. Clinton Foundation reportedly got millions as Russians sought OK for uranium deal from State

 

Bill Clinton and his family foundation reportedly received millions from the head of a uranium company -- and a firm promoting their stock -- while the Russians sought approval for a takeover of the company from several U.S. agencies including the one headed by Clinton's wife.

 

The New York Times reported on the complex and intertwined relationships -- as well as the favors and donations -- that factored into the deal.

 

At the center of the controversy is a company called Uranium One. The Russians reportedly assumed control over it, over a period of years ending in 2013.

 

To close the deal, though, it had to be approved by a committee that included several U.S. agencies, including the State Department -- headed at the time by Hillary Clinton. The U.S. was involved because the sale gave the Russians control of part of the uranium production in the U.S.

 

The Times reported that despite this role, Uranium One's chairman used his foundation to donate $2.3 million to the Clinton Foundation during this period.

 

Further, former President Clinton himself reportedly got $500,000 for a Moscow speech from a Russian firm promoting the company's stocks.

 

Some of these ties were first discovered by Peter Schweizer, who is detailing them in the forthcoming book "Clinton Cash."

HH: Governor Romney, I know you’ve had a chance to read, I assume you’ve had a chance to read the Jo Becker/Mike McIntire New York Times piece today about the cash flowing into the Clinton Foundation from the Russians as they got control of Uranium One. What’s your reaction to this story?

 

MR: You know, I’ve got to tell you, I was stunned by it. I mean, it looks like bribery. I mean, there is every appearance that Hillary Clinton was bribed to grease the sale of, what, 20% of America’s uranium production to Russia, and then it was covered up by lying about a meeting at her home with the principals, and by erasing emails. And you know, I presume we might know for sure whether there was or was not bribery if she hadn’t wiped out thousands of emails. But this is a very, very serious series of facts, and it looks like bribery.

HH: Now Governor Romney, Brian Fallon, a spokesperson for Mrs. Clinton’s presidential campaign, said, “No one has produced a shred of evidence supporting the theory that Hillary Clinton ever took action as Secretary of State to support the interests of donors to the Clinton Foundation. To suggest the State Department under then-Secretary Clinton exerted undue influence in the U.S. government’s review of the sale of Uranium One is utterly baseless.” Is that a sufficient response?

 

MR: Well, it’s blah, blah, blah. The story that came from the New York Times is pretty straightforward, which is that millions upon millions of dollars were given to the Clinton Foundation at the same time by a group of people who had uranium assets, and shortly thereafter, these people came to the State Department for approval to be able to sell these assets to Russia for a huge price tag. And those are the facts. And if those things are connected, as they certainly seem to be, it’s a form of bribery. And that’s what it appears to be, and that is of course what’s going to have to be delved into, and I’m afraid this is a, this is bigger than just her presidential campaign. I mean, this is a question about whether or not the United States Secretary of State was bribed to grease the sale of strategic assets to Russia.

Candidate Clinton and the Foundation

Hillary Rodham Clinton’s determination to reconnect with voters in localized, informative settings is commendable, but is in danger of being overshadowed by questions about the interplay of politics and wealthy foreign donors who support the Clinton Foundation.

 

Nothing illegal has been alleged about the foundation, the global philanthropic initiative founded by former President Bill Clinton. But no one knows better than Mrs. Clinton that this is the tooth-and-claw political season where accusations are going to fly for the next 19 months. And no one should know better than the former senator and first lady that they will fester if straightforward answers are not offered to the public.

 

The increasing scrutiny of the foundation has raised several points that need to be addressed by Mrs. Clinton and the former president. These relate most importantly to the flow of multimillions in donations from foreigners and others to the foundation, how Mrs. Clinton dealt with potential conflicts as secretary of state and how she intends to guard against such conflicts should she win the White House.

 

The only plausible answer is full and complete disclosure of all sources of money going to the foundation. And the foundation needs to reinstate the ban on donations from foreign governments for the rest of her campaign — the same prohibition that was in place when she was in the Obama administration.
