The Senate voted Thursday to push ahead with legislation to build the controversial Keystone XL pipeline, despite a long-standing veto threat from the White House.

After more than two weeks of debate on numerous amendments, the Senate cleared a key hurdle with a 62-35 vote Thursday to complete work on legislation approving the north-south pipeline for Canadian oil that Republicans advocated as a way to create thousands of U.S. jobs. The vote exceeded the 60-vote threshold needed to cut off additional debate on the bill and set up the Senate to pass the bill later in the day. But the tally was short of the 67 votes the Senate would need to override a presidential veto.

Nine Democrats joined a unanimous Republican caucus to support the bill: Sens. Michael Bennet of Colorado, Tom Carper of Delaware, Bob Casey of Pennsylvania, Joe Donnelly of Indiana, Heidi Heitkamp of North Dakota, Joe Manchin of West Virginia, Claire McCaskill of Missouri, Jon Tester of Montana and Mark Warner of Virginia.

The House Rules call for no amendments on this reconciliation, right? If so, this could be on The Won's desk by the weekend.

Veto No. 3? Senate Passes Keystone

Obama has said he won't sign, and Senate is short of override threshold

It looks like President Obama will be dusting off his "veto pen" for just the third time in his presidency: The Senate today voted to build the Keystone oil pipeline by a vote of 62-36, reports the Hill. And while nine Democrats joined Republicans in favor of the bill, the total of 62 falls short of the two-thirds majority that would be necessary to override the president's promised veto. Before it hits Obama's desk, however, the bill has to be reconciled with one that passed the House. The Wall Street Journal predicts that will happen within a week.

That's what I thought. And saying he won't sign does not equal "veto," he can allow the bill to become law by ignoring it. Voting "Present," if you will.

Parse every word, you must. Pass the bill, put it on his desk. That's all we can ask.

With a 62-35 vote this afternoon, the Senate, under the new Republican majority, voted to close debate on the bill authorizing the construction of the Keystone XL pipeline. Nine Democrats voted with Republicans to advance this common sense bill that will create jobs, build American infrastructure, enhance energy cooperation between the U.S. and Canada, and reduce dependence on Middle Eastern oil.

Speaking on the floor this morning, Senate Republican Leader Mitch McConnell said, “The past few weeks have been a whirlwind. But the Keystone jobs debate has been important for the Senate and for our country. We took about a dozen more roll-call votes on amendments yesterday. That means the Senate has now taken more than twice as many of these amendment votes on this bill alone than were allowed all of last year.”

Yesterday, 11 amendments were voted on, and 3 more received votes today. That makes a total of 38 amendments voted on on just one piece of legislation. It is a stunning contrast to the 15 amendments that were allowed by the old Democrat majority in the entirety of 2014. Scissors-32x32.png
